Work to Date

Thanks to the sterling work of our recently appointed locum financial officer the Town Council has been able to complete our accounts for the financial year ending 31st Mar 2021.

However the internal auditors report for the same period makes it clear how weak the council’s financial management has been; the headline was ‘the council’s system of internal controls was NOT in place, or adequate for the purpose intended and effective’.

The internal auditor has given us all the corrective actions that are needed, so we are clear about what needs to be done. 

The next action that we have to take is to send an Annual Governance Statement (AGAR) to the government appointed external auditor. We have had to report that the Town Council failed to meet its responsibilities in how it has managed its financial affairs.

Next Steps

Because we are well into the 2021/22 accounting period, we fully expect that our next internal audit and AGAR reports will also be poor. The earliest we can expect to have a good report is 2023 as the correct processes need to be in place for the whole of the financial year being reported on.

Now the Town Council has closed last year’s accounts we will review the budget set by the previous council against what has been spent last year and this. This means the council will soon have an accurate picture of our financial position so we can make decisions with confidence.

The Town Council will make sure all the corrective actions from the internal audit are put in place, but this will take some months to complete.  An important part of this process, is the appointment of our new town clerk, Dr Kate Howe.  Kate joins us on the 1st September and we’re looking forward to her arrival and help in resolving these problems. We will report our progress on this throughout the year.

Your Right to inspect the Town Councils accounts

Any person interested has the right to inspect the Town Councils accounting records for the year ended 31st March 2021.

These documents will be available on reasonable notice commencing on: Thursday 19th August 2021 and ending on: Monday 4th October 2021
